What is the relationship between the USAF GeoBase Initiative and the CADD/GIS Technology Center located at Waterways Experiment Station? The CADD/GIS Technology Center was chartered to function as a coordinating center, relying on the capabilities throughout DOD for accomplishment of specific tasks and application development. The Center was designed to serves as a multi-service vehicle to set standards, coordinate facilities computer-aided design and drafting and geographic information systems (CADD/GIS) within the Department of Defense, promote system integration, support centralized acquisition, and provide assistance for the installation, training, operation and maintenance of CADD/GIS systems. In the seven years it has been operating, the Center has been recognized as a superb example of how an integrated geospatial technology forum can be leveraged for the good of the services. However, the breadth of the customer base across the federal installations has presented the Center with intimidating implementation challenges. In short, the Center can't do everything. Each individual service must take a more aggressive posture in assuming responsibility for organizing the end user's information environment so the DOD investment in the Center produces the desired mission impact. While the Center can help in addressing the issues of geospatial IT acquisition, implementation and application development, each service must assume responsibility for the tougher issues associated with sustainment of the government' s information investment within their respective operational cultures. Since Oct 98, the IITA GeoBase POC has closely coordinated all activities with the Air Force representatives to the CADD/GIS Technology Center. The purpose for this coordination was to ensure there was no duplication of effort between any existing CADD/GIS Technology projects and those of the GeoBase Initiative. The Tri-Service Spatial Data Standards (TSSDS) were originally developed and are maintained by the Center.
